City of York Council was created in 1996 after a period of local government organisation. It now employs 10,000 staff, of whom a quarter work for the Council education department. Changes brought into place post-1997 led to significant changes in the working conditions of teachers. By 2001 this seemed to be taking its toll, with a third of all sickness absence being stress related. The Council’s investigations led to the pilot of an innovative stress management programme that is now having a positive impact on the health and well-being of those working in York’s 73 schools.
